Cerilo “Athel” Alcala, who recently surrendered to the PNP on drug charges, has been in the watchlist of the Philippine Drug Enforcement Agency (PDEA) since 2008. This information surfaced recently after Alcala turned himself in to police authorities in the wake of President Duterte’s intensified anti-crime crusade.
In news reports dating as far back as September of 2008, Alcala was already tagged as “the most wanted man in the drugs list of the Lucena City Police.” But aside from his earlier arrest, there was no other recorded operation against Athel Alcala.
In 2008, at the time of his arrest, one of his brothers, Vicente, was a Quezon provincial board member, and another, Proceso, was a congressman. Vicente is currently the Liberal Party congressman from Quezon, while Proceso, who is also a close personal friend of former President Noynoy Aquino, served as his Secretary of Agriculture from 2010 to 2016.

During his term, ex-Sec. Alcala was hounded of various complaints and allegations of graft and fund misuse. Including the use of the department’s funds and resources to campaign for the Liberal Party’s losing presidential candidate, Mar Roxas. Like his brother’s illegal drugs case, none of these where pursued by the past administration.
