Walden Bello, a losing senatorial candidate and a member of the Akbayan partylist that also includes Risa Hontiveros, went on a rant on Facebook attacking the supporters of President Rodrigo Duterte for what he calls “their frothing support for extrajudicial killings and condemnation of fundamental human rights.”
Bello’s scathing condemnation of about 16 million Filipinos stems from their approval of Duterte’s anti-crime crusade and the hardline methods it employs against suspected drug pushers and bigtime drug lords. Which he characterizes alternately as taking a “leave of their senses,” a “mass hallucination,” and similar to “being under the influence of drugs.”
In his tirade, Bello never once acknowledged that the people’s acceptance of the extraordinary means currently being employed to solve the drug problem has, at its roots, the extraordinary neglect of the past administration. By refusing to even consider the possibility that there is some justification for this all anger, Bello shows himself to be the narrow-minded, self-righteous blowhard that he is.

I certainly agree with my friend Jonas Bagas that Duterte fanatics have no monopoly on stupidity, and that the Roxas, Poe, and Binay camps have their fair share of stupid folks. Also, that we have to look at sociological rather than genetic factors to explain people’s political behavior. However, it is undeniable that with their frothing support for extrajudicial killings and condemnation of fundamental human rights, Duterte supporters have taken leave of their senses. I think their lapse into mass hallucination is akin to being under the influence of drugs, something that sociologists like Gustav Lebon characterized as crowd contamination. But unlike the president, who does not believe you can rehabilitate drug addicts, we believe we can rehabilitate political addicts like the Duterte fanatics from their social addiction and welcome them back to civilized society. It’s just a question of providing tender, loving care. But as with the drug user, the first step is always the hardest, that is, yung pagkumbinse sa kanila na sila’y may sakit. – Walden Bello
Bello’s pretensions of being pro-poor is belied by his condescending attitude towards those, driven by their hopelessness and despair, have taken a path that they otherwise might not have had they received the “tender, loving care” that he mentions from the Aquino administration.

No, Mr. Bello, we do not support Duterte because we are under the illusion that he has some magic wand that can whisk all our problems away. Nor are we under the influence of some spell that makes us blind to the dangers of that lie ahead. But after decades of empty promises, ineffective governance, and pseudo-leaders like you, we are more than willing to bite the bullet. Going for Duterte isn’t insanity, sticking to the same failed plan again and again is. And as far as being sick, yes we are – we are sick and tired of you and your kind.

On a side note, netizens who reacted negatively to Bello’s post earned a mocking reply from the author to “please keep the shit coming.”

He quoted what seemed to be a common opinion of the 0.2% who do not trust the President (according to the recently conducted trust survey), that the government is only focusing on crime and drugs.

He lauded Sec. Manny Piñol for distributing hundred of millions worth of farm equipment, Sec. Gina Lopez for suspending big mining companies, Sec. Mariano for opening the gates of DAR, Sec. Bello who is currently addressing the concerns of Filipino workers, Sec. Tugade who is working to decongest NAIA, and other newly-appointed department heads.

Dondon reiterated that these officials have done so much in less than three weeks, and that they are the alter egos of the president.

“I am teary eyed seeing militants who used to burn effigies of former Presidents now painting murals of peace, aspirations and hope to parade during the SONA,” he said in his post.

MABALACAT City Mayor Marino "Boking" Morales denied Sunday any involvement in the illegal drug trade after he was named as "drug protector" by President Rodrigo Duterte.

"I am not a protector of illegal drug (syndicates)," Morales said. "I am willing to undergo any investigation to prove my innocence para naman ma-proteksiyonan natin ang integrity of my family, myself, and the people who had trusted me and voted for me for the past years.”

"I am innocent and have no involvement with illegal drugs now or in the past," he said, adding: "I will cooperate with any investigation or inquiry in order to clear my name and my family."

He said he “is confident that the truth will in the end vindicate me.”

Morales has already reported to Pampanga Governor Lilia Pineda and Department of Interior and Local Government Director Rita Gotiangco.

Morales said he supports Duterte’s campaign against illegal drugs and is planning to establish the Mabalacat Drug Rehabilitation Center, the first ever public facility that aims to treat victims of illegal drugs.

The rehabilitation center also seeks to provide livelihood opportunities to the patients.

More than 900 illegal drug users and pushers had surrendered or rounded up by authorities in Mabalacat City.

Morales has reiterated his support in the campaign against illegal drugs.

“Asahan po ninyo mahal na pangulo na kasama ninyo ako na lalaban sa illegal drugs at pupunta po kami sa inyo upang ma-explain naming sa inyo na ako po ay walang koneksiyon o hindi po ako protector ng illegal drugs dito sa ating bayan. Matagal na po nating nilalabanan ito,” he said.

“Ang atin pong mga kababayan ay nasisiyahan na kayo ay dedicated upang eliminate ang problemang ito. Ang kailangan po dito to ay kayo, kayo ang solusyon sa problemang ito at handa po kaming tumulong sa inyong adhikain para po sa ikabubuti ng ating bansa,” he added.

Intriguing Against Honor is also known as gossip or "tsismis". The offender does not really want to assume responsibility for the statement but imputes it to another from whom he learned the statement.

The amendment of the bill increased the offender's penalty from P 200 to P 50,000. Furthermore, the offender may serve 6 months and 1 day to 12 years in prison once proven guilty.
“Whether it is the simple deed of spreading intrigues against a person, or the more serious act of implicating someone in a crime that he has not committed, incriminatory machinations blemish an individual’s character and may eventually ruin a person’s life,” Sen. Legarda said.

Metro Manila (CNN Philippines) — The Senate has approved on final reading House Bill 5842, which would give an across-the-board increase of P2,000 monthly to 1.9 million pensioners of the Social Security System (SSS). The senators voted 15 in favor of the bill, with one negative vote cast by Senate Minority Leader Juan Ponce Enrile and no abstentions. Enrile said he was against the bill because its "generous benefit" to pensioners would eventually lead to the "bankruptcy of the SSS." The bill would to amend the Social Security Act of 1997. The latest amendment to the law was 18 years ago under RA 8282.

Sen. Cynthia Villar, chair of the Committee on Government Corporations and Public Enterprise, is the principal sponsor of the bill. The other sponsors are Senate President Pro Tempore Ralph Recto, Deputy Minority Leader Vicente “Tito” Sotto III, and Sens. Teofisto “TG” Guingona III, Joseph Victor Ejercito, Ramon “Bong” Revilla Jr., Francis "Chiz' Escudero, Jose "Jinggoy" Ejercito-Estrada, and Ferdinand “Bongbong" Marcos Jr., “Given the rising cost of living, it is high time we give our retirees and their family a monthly pension that will allow them to at least live with dignity,” Villar said. “We must also consider that many of our retired workers, given their old age, have maintenance medicines and special requirements that add to their daily living expenses. Increasing their pension is the least we could do to reward them for decades of hardwork.”
Senate President Franklin Drilon called the passage of the bill "an early Christmas gift of the Senate to the SSS pensioners." At the House of Representatives, the bill was introduced by Reps. Neri Colmenares, Carlos Isagani Zarate, Mark Villar, Jesus Sacdalan, Marlyn Primicias-Agabas, Cresente Paez, Agapito Guanlao, Edgardo Masongsong, Leah Paquiz, and Antonio Tinio. In 2014, the SSS granted a 5 percent across-the-board pension increase, Villar pointed out. But she said the increase was "definitely inadequate" and could not cover the rising cost of living for the past 18 years. The National Statistical Coordinating Board (NSCB), she said, put the monthly poverty threshold for a family of five at P8,022 per month, below which a family would be considered poor.

As things stood, the average SSS pensioner receives P3,169, which is below the poverty threshold, she said. “I do not think that the basis for which the SSS was established – that of promoting social justice and providing meaningful protection to its members and their beneficiaries against the hazards of old age, loss of income, among others – is at work,” Villar said. Citing more figures, Recto said about 1.5 million of the SSS pensioners, or about 81.5 percent, received in 2012 a monthly pension below P4,000, which is less than the daily minimum wage and was below the poverty line set by the government. “The consolidated bill seeks an across-the-board increase of P2,000 on the monthly SSS pension," he said. "In effect, those receiving the minimum pension of P1,200 per month will now receive P3,200 under this bill. The average SSS pensioner gets about P3,169 a month. If this bill becomes law, his pension will increase to P5,169.” He added that the increase would not result in underspending since pensioners would spend their money and boost the economy.

The increase in the salary of soldiers and policemen is now waiting for President Duterte’s approval, an officer of the Department of Budget and Management (DBM) said yesterday.

Presidential spokesman Ernesto Abella said that Duterte is standing by his promise to increase the salaries of members of the Philippine National Police, Armed Forces of the Philippines, Philippine Drug Enforcement Agency and National Bureau of Investigation until all gross salaries are doubled.

“I don’t know the technicality of it, but the President is simply standing by his word that he will make sure that those who work will be rewarded amply,” Abella said in yesterday’s press briefing at Malacañang.

Asked if the government has enough funds to realize this promise, he said that the increase would be given in several increments.
Duterte assured the soldiers and policemen on several occasions that he would not renege on his promise to hike the gross salaries of law enforcers.

On Thursday, he also said that the salary increase of public school teachers would follow later.

The President pointed out that many policemen in Metro Manila are driven to corrupt practices because they receive a meager P14,000 monthly pay.

The Army’s elite Scout Rangers made a symbolic hoisting of the Philippine flag on Friday afternoon after it gained full control of one of the defensive positions of the notorious Abu Sayyaf Group in Tipo-Tipo, Basilan.

The flag was raised at Hill 490, one of the staging points of the Abu Sayyaf in trying to shoot down choppers, and attacking military detachments and headquarters.

An insider from the Joint Task Group Basilan, who spoke on the condition of anonymity because he was not authorized to speak to the media, narrated that the Scout Rangers trekked the opposite side of the cliff, where the terrorists least expected them, for three days to evade detection.

The Western Mindanao Command said that nine soldiers were wounded from the clashes that started Friday morning.

But the officer claimed 17 Scout Rangers were wounded from the clashes with the Abu Sayyaf. Only 11 soldiers were brought to the hospital, while the rest with minor injuries did not seek further medical treatment.
Four Abu Sayyaf members were killed from the clashes, which the soldier described as a “bunker-to-bunker fight.” The troops were able to recover a .50 caliber machine gun while other rebels fled.

Hill 490, which appears to have been designed for battle, has foxholes around — the fortified shelters with overhead covers made of round logs. Landmines were also all over the place in order for government troops to have a hard time getting in.

The Joint Task Group Basilan — a mix of Army and Marine troops — had been battling the Abu Sayyaf for nearly a month now, in attempts to flush out the IS-inspired group from the province.

In order to prevent the Abu Sayyaf from returning, soldiers from the Army will secure Hill 490, the officer said.

Government forces are currently clearing Hill 490 from the remaining landmines. The Wesmincom said the all-out offensives against the Abu Sayyaf continue in Basilan and Sulu.IDL

DAVAO CITY, Philippines—President Rodrigo Duterte on Friday said he wanted the party-list system stricken out of the Constitution.

“It will never come again,” Mr. Duterte said, speaking about amending the 1987 Constitution after visiting militiament wounded in an ambush by communist rebels in Kapalong, Davao del Norte province, on Wednesday.

“With a new Constitution, I will insist: no party-list,” he said.

Mr. Duterte said party-lists “abused” the system, with the rich organizing groups of their own.

“Representing what, security guards?” he said. “That’s a mockery of the law.”

The President said he would make sure changes to the Constitution would be responsive to the will of the people.

“I will not allow a Constitution that is anti-Filipino,” Mr. Duterte said.
Mr. Duterte said his administration decided to amend the Constitution through a constituent assembly (Con-ass) because a constitutional convention (Con-con) would be costly.

The President sought to ease public fears that lawmakers serving in the constituent assembly would serve their own interests.

Filipinos are known for having close family ties but there are some cases that are inevitable, there are still homeless elders on the streets without food, shelter and someone they can lean to; these elders are abandoned specifically by their own family in reasons we personally don’t know.

While government is doing its best in providing support in the form of food and shelter as well as enacting legislations like the Senior Citizens Act, it cannot be over-emphasized that taking care of the elderly members of the society is not only the function of government, but rather it is a shared responsibility of government and the children of said elderly.

Lacson filed Senate Bill 257 “Parents Welfare Act of 2016” to punish those who intentionally abandon their elderly parents or for those senior citizens that can no longer support themselves. It also aims to build Old Age Homes for the sick, elders, or incapacitated parents for both urbanized city and province areas that will cater 50 elders for each home that will be provided.

If Senator Lacson’s bill will pass the law, those who will not take good care and provide food and shelters to their elders will soon face penalties such as getting in jail for one to six months or Php100,000 fine.

Even without this bill, we as children of our elders should remember how these elders once made our childhood remarkable. Without our elders or parents, we won’t be able to enjoy our life situations right now, let’s be considerate even when the time comes that our elders could no longer support our needs, it’s payback time.

The chief of the Philippine Drug Enforcement Agency (PDEA) is convinced that Cebuano businessman Peter Lim is the same person identified by President Rodrigo Duterte as one of the country’s top drug lords.

In an interview on ABS-CBN’s news program Bandila on Thursday July 28, PDEA Director General Isidro Lapeña said the agency has already submitted to President Duterte an updated list of persons involved in illegal drug activities.

Asked if Cebuano businessman Lim was included in the target list, Lapeña said, “Yes, he is.”

The PDEA chief also answered in affirmative when asked if Lim was the same person identified as a member of a drug triad operating in Visayas. “He is the one in our target list,” he said.

The National Bureau of Investigation (NBI) earlier created a fact-finding team to investigate Lim’s alleged involvement in illegal drug trade.
On July 15, Lim met with President Duterte and denied allegations that he was involved in illegal drugs. During the meeting, Duterte advised the businessman to go to the NBI and subject himself to an investigation to clear his name.

Army reservist Vhon Martin Tanto, the suspect in the road rage murder of cyclist Mark Vincente Garalde in Quiapo Monday night, was captured in Masbate Friday morning, the military said.

Armed Forces of the Philippines spokesman Brigadier General Restituto Padilla confirmed Tanto’s capture in Barangay Poblacion East in Masbate City, adding that the suspect was in the custody of the Army’s 9th Infantry Battalion where he will be fetched by the police Criminal Investigation and Detection Group and taken to Manila.

Tanto will be turned over to the Manila Police District, which will file charges against him.

Tanto allegedly gunned down Garalde in Quiapo Monday night after the two slugged it out over a traffic altercation. A stray bullet also left 18-year old college student Roselle Bondoc, a scholar of the Manila City government, seriously wounded. The suspect’s red Hyundai Eon was recovered in Aritao, Nueva Ecija.
News of Tanto’s capture came on the same day the Philippine National Police Firearms and Explosives Office announced it had revoked his gun licenses and the Department of Justice said it is considering issuing an immigration lookout bulletin against the suspect.

FEO chief, Senior Superintendent Cesar Hawthorne Binag, said as of Friday, Tanto’s guns -- two .45 caliber pistols and a .40 caliber -- are considered loose firearms, adding the revocation orders were served at the suspect’s Manila residence Thursday.

Meanwhile, Justice Secretary Vitaliano Aguirre II said his office has the authority to issue an immigration lookout bulletin order against Tanto, although he still has to receive a request for one.

Zambales governor Amor Deloso claims that two and a half mountains in his province were sold to China and Chinese used it to build artificial islands in Scarborough Shoal.

Chinese were able to build 3,500 hectares artificial island out of these mountains. Governor Deloso already ordered to stop the operation and was concerned of the military base built in the island.

Whoever is responsible behind the selling of these mountains will be reprimanded under the rule of law, DENR Secretary Gina Lopez said in an interview.

The Philippines’ war on drug under the new administration of President Rodrigo Duterte has caught the attention of international groups, non-government organizations, and business sectors.

For Human Rights groups, the result seems unwelcoming, but for business people and investors, Duterte’s War on Drugs receives acclaim.

The current “Drug Battle” in the Philippines affects not only the Filipinos, but also other countries, especially China.

According to an article published by the Singapore Post, a research study conducted by Business Insider reveals that China is losing more than 700,000 drug-related gobs.

The article says more than 180,000 Chinese families are living off drug money, and around 700,000 individuals are working or involved in Chinese drug industry. The Philippines is one of their main customers according to the report.
“With Duterte’s vow to eliminate all drug-related people in no more than six months, more than half a million people in China could lose source of income”, the report said.

The report further noted that since 2008, illegal drugs in the Philippines had a steady increase by more than 300% a year with 89.9% coming from China through Hong Kong or Taiwan.

The report likened these Chinese workers to factory workers – being employed in drug-related factories.

“With the Philippine’s successful campaign against drug, China expected to support more than half a million hungry people in the coming months”, Business Insider said.

Although the date was provided by a Singaporean-based think tank, the figure could be much bigger according to Singaporean analyst David Chang.

“I believe there are close to 3 million Chinese individuals who are involved in manufacturing and distributing drugs, and more than half of these people are focusing in the Philippines.
