MANILA, Philippines – The office of Social Welfare and Development Secretary Dinky Soliman failed to account for an amount reaching as much as P1.081 billion in grants under the Conditional Cash Transfer (CCT) program known as Pantawid Pamilyang Pilipino Program (4Ps).

This was among the findings of the Commission on Audit (COA) in its special audit report for the CCT program covering the release of funds as of December 31, 2013.

With this, COA has recommended that Soliman should direct the Pantawid National Program Monitoring Office (NPMO) to prioritize the poor beneficiaries before including the non-poor in the 4Ps payroll.

The audit agency also suggested Soliman to “revisit the criteria of poor and non-poor to consider the very thin boundary, such as the income difference of the household beneficiaries, in setting the threshold.”

It also directed Soliman to provide viewing access of the NHTS-PR database to the COA auditors.

  2. Soliman is one of the top corruptors who took advantage of funds for calamity victims. Dapat ibitin ito ng patiwarik hanggang isoli nya ang mga nakulimbat nya!

  3. kaya pala kulang kulang ang mga natanggap ng mga benefeciary...at nagkaroon pa ng buwan na lumiban sa pag release until now hindi parin matanggap ng lahat ng benefeciary yong buwan na walang natanggap ang mga benefeciary
