A POLICE official in the Mandaue City Police Office (MCPO) will face administrative charges after he was found positive for using illegal drugs.

Senior Supt. Jonathan Cabal, director of MCPO, said SPO1 Rey Manatad stopped reporting to headquarters after the surprise drug test last month. Manatad was one of 50 MCPO policemen who underwent the drug test last May 23.

The confirmatory test results from the PNP Regional Crime Laboratory 7 showed that Manatad had been using drugs, Cabal said.

Manatad, who was assigned as a radio operator in the MCPO headquarters, will be administratively charged for being absent without official leave (Awol) and for grave misconduct.

“We’ve been suspecting all along that he is into drugs because erratic yung performance nya (his performance was erratic),” Cabal said.

Cabal ordered his men to locate Manatad and prepare documents for the latter’s dismissal.
Internal cleansing

Yesterday, 35 police officials, including police inspectors, station commanders and deputy officers, of the Lapu-Lapu City Police Office (LCPO) underwent a surprise drug test.

Senior Supt. Arnel Amor Libed, LCPO director, said the police officers were told they had been called for a conference. The activity was part of the internal cleansing of the Philippine National Police to check if there are police officers who are drug users, said Libed.

The LCPO is still waiting for results of the drug tests. If an official tests positive, the result is still subject to a confirmatory test. More than 100 police officers from the Police Regional Office (PRO) 7 and Cebu Provincial Police Office (CPPO) also underwent a drug test yesterday.

Initial tests yielded negative results. Senior Supt. Renato Dugan, the PRO 7 personnel division, said 80 commissioned and non-commissioned personnel submitted their samples to the Regional Crime Laboratory Office (RCLO) 7 personnel.

CPPO Director Senior Supt. Clifford Gairanod said he and 75 officers also underwent a drug test. RCLO 7 Chief Supt. Romer Daguno said yesterday’s activity was a screening test.

“If the result is positive, it will undergo confirmatory test,” he said.

The Philippine Drug Enforcement Agency will conduct the confirmatory test.

Dugan, for his part, said officers who enforce laws should be clean themselves.

“Before we implement the laws, we should sweep our own yard first,” he said in Cebuano.

Gairanod also warned his personnel not to engage in the illegal drug trade or use narcotics.

“I’m calling to all police under CPPO if they are involve in illegal drugs or protecting drug lords, it is better for them to surrender before they will receive instruction from the new chief of PNP,” he said.

Around 58 members of the Cebu City Police Office underwent a random drug test yesterday.
